Meet ODE's Newest SergeantODE is excited to introduce Sergeant Cody York, a Tucson native with roots here on the Eastside. Sergeant York comes to ODE from Operations Division Midtown and has been with the Tucson Police Department for seven years. During his time in ODM, Sergeant York was a Field Training Officer and Lead Patrol Officer. He is also a certified drone pilot and will be leading the drone program here in ODE. Sergeant York has completed training with EMERGE, which provided him with the skills to focus on domestic violence incidents and the cycle of abuse. Additionally, Sergeant York specialized in handling serious injury collisions. These types of skills will be a huge benefit to our team in ODE. Sergeant York enjoys spending time with his family, is an avid Arizona Cardinals fan, collects police challenge coins and patches, and is into Marvel Comics. He also enjoys weightlifting. Welcome to ODE! Tackling Shoplifting and Organized Retail TheftODE is committed to addressing concerns from our retailers and businesses regarding shoplifting and organized retail theft and has worked to build lasting relationships with local businesses. We wanted to highlight two cases where ODE was able to make some significant arrests in this area. Major Home Goods RetailersRepresentatives from two major home goods retailers contacted ODE regarding a suspect who was shoplifting high-value items from stores across Pima County. An ODE ORT (Organized Retail Theft) Officer was able to identify the suspect and his residence. ODE worked with the Arizona Attorney General’s Office to plan the investigation and prosecution. During the two-week investigation, the suspect committed 8 more thefts. Surveillance revealed that the suspect committed these thefts alone and was taking the items directly to his home and offloading them. In total, the suspect committed 62 thefts from one retailer and 39 thefts from the other, for a combined total of over $56,000 in stolen merchandise since February of 2025. On August 15, 2025, the suspect was arrested at his job site near Midvale and Valencia. A search warrant was served at his residence. Representatives from the two home goods retailers responded to assist. A large number of items from both businesses were located throughout the house and in storage rooms in the back yard. Many of the items stolen had been used for home improvements. Stolen paint was used on the outside of the home. The kitchen cabinets, countertops, backsplash, refrigerator, and microwave all were identified as stolen but had already been installed in the residence. The bathroom had a vanity sink combo, toilet, shower doors, tile, and shower fixtures installed – all identified as stolen. Exterior lighting, motion lights, flood lights, security cameras, and patio furniture all were identified as stolen. Fencing in the front yard and the light fixtures attached to it were identified as stolen. Both retailers called for box trucks to come to the residence to recover items that had not been installed. The suspect was booked into Pima County Jail on 25 counts of Organized Retail Theft, 2 counts of Overarching Theft, 1 count of Fraudulent Schemes, and 1 count of Trafficking in Stolen Property. Trading Cards ArrestODE’s ORT Officer was made aware of two repeat shoplifters from a retailer in the 9600 block of East Old Spanish Trail. In the last two months, the two suspects shoplifted large numbers of trading cards 11 times, for a total loss of about $2,500. The two worked together during each incident and were selling the trading cards on Facebook Marketplace. Officers were able to identify the home where the two suspects were residing – which had previously been investigated for narcotics activity and remained an ongoing problem in the neighborhood. During an ORT deployment on August 20, 2025, the two again stole trading cards from the retailer. Over the next few days, probable cause was developed for both suspects, and a search warrant was obtained for the residence. On September 3, 2025, one of the suspects was surveilled leaving his residence. Upon his return, SWAT contained the home and detained 12 subjects, including both suspects. The two original suspects were arrested for 11 counts of Organized Retail Theft, 1 count of Aggravated Shoplifting and 5 counts of Trafficking in Stolen Property. Three other individuals were arrested on outstanding felony warrants, and a handgun and narcotics were located in the residence. Code Enforcement, along with TEP, responded, and the home was condemned due to deplorable conditions as well as structural and electrical issues. The neighborhood was very pleased with the results.
Patrol Working Proactively to Combat CrimeOn August 29, 2025, ODE officers were conducting proactive policing in the area of East 29th Street and South Craycroft Road, a high-crime area for narcotic- and gun-related offenses. Officers observed a group of approximately six individuals huddled around a bus stop on the northeast corner of Craycroft and 32nd. They appeared to be smoking an unknown substance, and when they saw they were being observed, they all began to walk in different directions. Three of the males initially walked together northbound. Two began to separate themselves from the third male. The third male began to communicate with them, but the two just shook their heads at him. The third male then jaywalked across Craycroft. An officer then attempted to stop the male for jaywalking. He began to run away and, as he ran, he threw a black handgun wrapped in a red bandana into a storm drain. The male was detained. A records check revealed that he had several felony convictions. Officers also located two glass vials containing over 3 grams of methamphetamine, another glass vial containing 28 fentanyl pills, and several burnt glass pipes and foils with residue in the bag belonging to the male. He was booked into the Pima County Jail on charges of Prohibited Possessor, Possession of a Narcotic Drug, Possession of a Dangerous Drug, Possession of Drug Paraphernalia, Possession of a Firearm During a Narcotic Offense, and Tampering With Physical Evidence.

Another friendly competition ensued with Texas Roadhouse South (and TPD Operations Division South), and ODE is proud to announce our second victory. While we’re happy East came out with the ‘W,’ the true winners are the athletes who benefit the most from this fundraiser, as all proceeds go toward costs for training, uniforms, etc. for Arizona Special Olympians. This does not happen without the support of Tucson community members – we thank you for making this a fun and successful event!
ODE Personnel Lend a Helping HandODE CSOs responded to the residence of an elderly gentleman for a burglary report. While there, the CSOs noticed that the victim struggled to open the sliding glass door to his residence. He explained that he's been meaning to get the door fixed but has had back surgery and is not in the best physical shape. The CSOs managed to fix the sliding glass door and placed some WD-40 in the track so he wouldn't struggle so much to get the door open. The gentleman also mentioned that his HOA had made a complaint about his green painted driveway, which he was attempting to strip by himself. Our CSOs returned to his residence and began work on getting about 90% of his driveway cleared of the green paint so he could be in compliance with his HOA. ODE is continuing to work on getting this gentleman resources to improve his situation – a great example of our personnel helping community members in need.
ODE Loop DeploymentTPD CORE, ODE Bikes/Zebra/Patrol, and Operations Division Midtown Zebra conducted a targeted operation along the length of The Loop from North Sahuara to East Sellarole (Harrison) and extending one mile out from either bank. The operational area encompassed the Kolb corridor, the Pantano corridor, Udall Park, Michael Perry Park, and toward the end of the operation, it was also expanded out to the Wilmot corridor. The command post was based at the Ward 2 offices; resources from several community service providers and video court were co-located at the command post. Officers contacted 30 people throughout the deployment; 5 were arrested for various misdemeanor charges, and 1 was arrested for a felony warrant. 14 people requested and received services at the command post, including several who were arrested and several who walked in on their own after being referred by officers. Additionally, housing providers responded to two different transient groups in the Udall and Golf Links/Sarnoff tunnels and provided them with information on seeking housing. Six people were connected with housing services, and one person was connected with resources to help him travel back to his home state of Florida. In addition to his daily patrol duties, Tony plays a key role in helping our Fleet Technician manage the fleet, ensuring that our vehicles are ready for the job. Tony also brings valuable experience as a Field Training CSO, and continues to be a go-to resource for technical issues. Over his long tenure, he’s shown great flexibility in adapting to new technology and procedures, making him a trusted source of knowledge and support for the team.
